I don’t see anything illegal or unethical about it if you’ve paid to attend the conference.

However, personally, I’ll always pack my toothbrush, toothpaste, and floss. I have a “thing” about oral hygiene, as I’ve only had one cavity in my entire life (got it at age 12 and am now 44 years old), and I want to keep it that way.

Why do hotels provide them if they shouldn’t be used while you are there? Always taking them all home to save having to buy them for daily use is a different thing, though most hotels are all right with that too. (And stealing extras from housekeeping carts is just plain theft.)
